Meet your SNA obligations with Perium!

The SNA hallmark (Stichting Normering Arbeid) is intended for both the temporary employment sector and work contractors, and was developed to minimize the risks for hirers of labor and clients of work. Secondment and payroll companies also fall within the scope of this hallmark, as they also provide labor.

Under current legislation, these parties risk being held liable for labor obligations that are not met by the hirer or (sub)contractor. Companies with the SNA seal of approval undergo regular audits to ensure that they comply with their labor obligations, which greatly reduces the risk for hirers and clients of work.

The NEN 4400 standard describes the requirements that temporary employment agencies and (sub)contractors must meet in order to demonstrably fulfill their "obligations arising from employment". These include in particular the correct declaration and payment of payroll tax, sales tax and social insurance premiums, carrying out identity checks and checks on entitlement to perform work in the Netherlands (preventing illegality), and payment of wages that do not violate the Minimum Wage and Minimum Holiday Allowance Act.

Obligations

Companies with an SNA seal of approval are assessed for various obligations, including:

  • Enterprise identification.
  • The correct declaration and remittance of payroll taxes and sales tax in the Netherlands.
  • Wage payment in accordance with the Minimum Wage and Minimum Holiday Allowance Act.
  • Conducting identity checks and verification of the right to work in the Netherlands.
  • Minimizing risks of liability and penalties arising from hiring, on-lending or outsourcing work.

 

This includes adequately administering and maintaining all required documentation.

Inspection

To assess a company's compliance with the above obligations, the company is generally inspected twice a year by an accredited inspection body. If there is reason for a more frequent inspection pattern, this can be extended to four times a year. There is also the possibility of targeted inspections if there is reason to do so.
